Not sure if an asset transfer is for you?

We encourage groups interested in an asset transfer to have a chat with our Communities and Partnerships Team. The team will answer any queries you have and support you through the process if you decide to submit a request.

We. like all local authorities, have a duty under the Community Empowerment (Scotland) Act 2015 regarding asset transfer. We have staff who can support groups through the asset transfer process and provide information to help develop an asset transfer request.

Borders Community Action

Borders Community Action is the Third Sector Interface in the Scottish Borders. Working with charities, social enterprises, community groups and volunteers their mission is to “empower the third sector in the Scottish Borders to create positive change in communities by providing leadership, sharing knowledge and promoting collaboration.”

They can provide support with:

  • Organisation structures and funding opportunities
  • Sources of funding and developing applications
  • Capacity building

Community Ownership Support Service 

Community Ownership Support Service (COSS) is part of Development Trusts Association Scotland and funded to help community groups take on assets in their community. They provide support on all aspects of asset transfer and have a range of training courses and materials available free of charge.

Development Trust Association Scotland

Development Trust Association Scotland (DTAS) supports development trusts in Scotland.  It should be noted that while development trusts generally own assets, a group that owns, or leases, assets does not have to be a development trust.

Scottish Council for Voluntary Service

Scottish Council for Voluntary Service  is the national membership organisation for the voluntary sector. They have developed a village and community hall handbook for communities who run village/community halls.  It sets out what you need to know including governance, facilities management and net zero.  It also includes links to other resources that are useful for any group taking on and running its own building.

South of Scotland Enterprise

South of Scotland Enterprise was established to “further sustainable economic and social development” and “improve the amenity and environment” of the South of Scotland.  SOSE has officers who can assist groups with business planning and potential funding where there is an economic development aspect to the project.
