Project Overview

Business Case

A key part of the project is the development of the Business Case. The process is carried out in three key stages:

Stage one - Strategic Outline Business Case (SOBC):

This first stage sets out why the project is needed and what problems it aims to solve. It looks at the bigger picture, explores different possible options, and explains why the idea is worth examining further.

“What is the issue, what could we do about it, and is it worth moving forward?”

Stage two - Outline Business Case (OBC):

The Project Team takes the most promising option and develops it in more detail, looking at design, costs, benefits, risks, and how the project could realistically be delivered.

Stage three - Full Business Case (FBC):

The final stage confirms that the chosen solution is ready to be delivered. Contracts are agreed, funding is finalised, and all planning, commercial, and management arrangements are completed. Following approval by the Scottish and UK Governments, the Project would proceed to construction.

The project is currently at Stage one of the process which is the development of the Strategic Outline Business Case (SOBC). This piece of work will include an objective multi-modal transport assessment, some initial environmental assessment work, alongside an economic development study that will explore the possible benefits and opportunities that enhanced transport provision would have on the Borderlands area.
