Scottish Borders Community Plan

The introduction of the Community Empowerment (Scotland) Act 2015 requires the Scottish Borders Community Planning Partnership (CPP) to prepare and publish a Community Plan, sometimes referred to as a Local Outcomes Improvement Plan (LOIP).

See our Community empowerment webpages for more details on the Act.

Community Plan

The Community Plan focuses on improving outcomes and reducing inequalities for the whole of the Scottish Borders.

This is best addressed through a Borders-wide approach, with community planning partners collectively working together, and with local communities and businesses.

The 2023-33 Community Plan is available on our website. It was approved by the Community Planning Strategic Board in September 2023.

The progress report on our previous Community Plan is also available on our website.

The Community Empowerment (Scotland) Act legislation also requires the CPP to prepare and publish more localised plans addressing local challenges and to improve local outcomes.

We are in the process of developing our Locality Plans for specific areas across the Borders. Our Community Planning Strategic Board agreed Burnfoot Locality Plan in November 2025.  Work is underway to produce locality plans for Bannerfield (Selkirk) and Langlee (Galashiels)

A Performance Management Framework is available on our website which sets out how we will monitor our work.
