Guests from across the community joined the Convener to thank Mrs Swan for her service representing His Majesty The King in Berwickshire, and for her long-standing support for volunteering, civic life and community organisations throughout the lieutenancy.

Mrs Swan was appointed Lord Lieutenant for Berwickshire in April 2014, succeeding the late Major Alexander R Trotter, and was the first woman to hold the post in the history of Berwickshire. A veterinary surgeon by profession, she has long been involved in local charitable and community activity. She stepped down from the role earlier this year on 28 February 2026.
In The King’s New Year Honours List 2026 she was made a Commander of the Royal Victorian Order (CVO) in recognition of her service as Lord Lieutenant of Berwickshire.
Mrs Swan’s successor is Mr Brian Payne. Following a career in the regular army and then as a barrister specialising in criminal law, Mr Payne settled in Berwickshire where his family have been for nearly a century. He has served on the boards of a number of local charities and societies.
