Consultation opens on plans for 2023 Jim Clark Rally

We have launched a public consultation on event organisers’ plans for the running of the Jim Clark Rally in May this year.

With our partners we have been in discussions with the event organisers for some time and now have received all relevant documentation and plans.

Views of public sought

To approve the plans, legislation requires us to consider any potential impacts, both positive and negative, on local communities and businesses. It also requires that the public are consulted about the planning and implementation of the event.

In addition to the event organisers’ own consultation with residents and businesses along the proposed rally stages, we have launched a short public consultation (now closed).

The proposed stage maps and timings, including proposed road closure times, can be accessed through the consultation, which is open until 2 April.

“As in previous years, the Council must assess the impact of the proposed Jim Clark Rally on local communities and the economy, and ensure that the views of residents and businesses are taken into account.

“The rally organisers themselves are consulting with those along the stage routes to understand any particular challenges in respect of the road closures and mitigate these where possible.”

The Motor Sport on Public Roads (Scotland) Regulations 2019 states:

Before determining whether to make a motor sport order, a roads authority must consider -

(a) the likely impact of the event on the local community,

(b) the potential local economic and other benefits, and

(c) any other matters that the roads authority considers relevant.

The roads authority may make the motor sport order if satisfied that - 

(a) adequate arrangements have been made to allow the views of the local community to be taken into account,

(b) adequate arrangements have been made to involve local residents, the police and other emergency services in the planning and implementation of the event,

(c) adequate public safety arrangements have been or will be made for the event, and

(d) adequate traffic management arrangements have been or will be made for the event.
