How public bodies (including ourselves) spend money is controlled by very strict rules. These rules vary depending on the type and value of the contract. The most detailed rules usually apply to higher value contracts.

Buyers will look for the best value for money possible. This does not necessarily mean they will select the cheapest bid. Value for money is a balance between the quality of something and its whole life cost.
