For each of the past five academic years (2019/20 to 2023/24), please provide the following information: 1) Whether your local authority holds any records, estimates, or reports on the number of children entering Primary 1 who were not toilet trained (e.g. still wearing nappies, unable to use the toilet independently).
2) Any communications received by the local authority from schools or headteachers regarding concerns about toileting issues among new P1 pupils.
3) Any guidance or procedures issued by the local authority to support schools in managing situations where pupils begin P1 without being toilet trained.
4) If held, any records of complaints, concerns, or queries raised by P1 teachers to school leadership or the council in relation to toileting issues at school entry.
Response
1) This type of data is considered sensitive and is not routinely collected or published due to privacy and safeguarding concerns and is exempt from disclosure under S38(1)(b) of FOI(S)A 2002.
2) Unfortunately Scottish Borders Council do not hold the information you have requested. Therefore we give notice under s17 of FOI(S)A 2002 and declare that the information is not held.
3) ELC 4 to P1 transition guidance specifically asks nursery settings to identify on the transition record if a child is toilet trained. This is to ensure that receiving schools are aware of who those children are. Once schools are aware, they work with the family and the child to identify solutions and manage this.
