Request or Question
Please provide any correspondence, meeting notes, grievance records, emails, or internal reports submitted by or relating to education staff (including Head Teachers, teachers, ELC staff, and other relevant personnel) who have raised concerns or objections regarding: a. The merging of early learning and childcare (ELC) provision into composite settings with primary-aged children, or b. Any composite class models that have been implemented or proposed across the Scottish Borders Council area since 1 January 2018. Please specify: a. The number and theme/nature of formal concerns, grievances, or whistleblowing complaints submitted by education staff since 1 January 2022 relating to the impact of such composite or merged models on educational outcomes, staff well-being, or statutory compliance (e.g., with Care Inspectorate standards or the 2014 Statutory Guidance on the 2010 Act).
b. Whether any specific nurseries, including Stow Primary, Sprouston Primary, Fountainhall Primary, Broughton Primary, Westruther Primary, Walkerburn Primary or any primary school in the area of Tweedale, are referenced in these objections. Please redact names and personal information where necessary, but retain the role or job title of the individuals where possible to maintain context. Scottish Borders Council wish to apologise for the delay in responding to your request.
Please see attached for the information requested. Please be advised that some of the attached information has been redacted as this is third party personal information and is exempt from disclosure under S38(1)(b) of FOI(S)A 2002.
To explain further, the Council advise that to release some of the redacted information could potentially identify locations of Nursery provision and therefore identify individuals who provided the comments.
