In April 2025, SBC Finance stated in correspondence with parents: "As hubs are open 50 hours per week for 50 weeks per year they offer much longer hours per child and also generate income, therefore they are not comparable to the nurseries under review and therefore were not included in the paper, information is provided below. Some hubs are relatively quiet during the holidays and the service is currently reviewing operating models for these settings to ensure they are being operated effectively." In light of this, I would like to request the following information: 1. Please confirm how Early Learning and Childcare (ELC) hubs generate income.
2. Please provide a breakdown of the total income generated by ELC hubs in each of the past five financial years (2020/21 to 2024/25 inclusive).
3. For each year, please list the sources of this income (e.g. parental fees, external funding, grants, etc.) and the amount attributed to each source.
4. If possible, please provide this data broken down by hub setting. - Response

1. Please confirm how Early Learning and Childcare (ELC) hubs generate income. Nine out of nine hubs generated income
2. Please provide a breakdown of the total income generated by ELC hubs in each of the past five financial years (2020/21 to 2024/25 inclusive).
3. For each year, please list the sources of this income (e.g. parental fees, external funding, grants, etc.) and the amount attributed to each source. For each year all income is generated from fee income from parents
4. If possible, please provide this data broken down by hub setting.
