Limiting the scope to 5 nurseries (Channelkirk, Cockburnspath, Ednam, Walkerburn and Yetholm), please can you provide all internal communications sent or received by Scottish Borders Council staff concerning mothballing or the classification of these 5 settings as inactive or compositing the ELC and primary school classes, between 1 June 2024 and the date of this request. This should include, but is not limited to:*Internal emails (including attachments) *Microsoft Teams messages and chats

However, I am seeking full content and context of all communications relating to setting mothballing or inactive Care Inspectorate nursery status or composite class discussions, including planning, decision-making, and communications strategy.
Response
Scottish Borders Council has considered your request and concluded that the cost of complying with it would be more than 600. Under S12 (1) of FOISA 2002 Scottish Borders Council is not obliged to comply with a request that is estimated to exceed this cost. The estimated time of dealing with your request would involve over 40 hours of senior officer time. To comply with your request several officers would need to trawl through hundreds of emails to identify, extract and summarise the data.
