Council officers were invited to a meeting being convened by Eyemouth Harbour Trust to discuss traffic management concerns in and around the Harbour area.
The rationale behind the creation of the build out and narrowing the junction bell-mouth was to improve accessibility for pedestrians based on historic concerns raised about pedestrian safety in the area of the working harbour road and in particular the volume of large vehicles, missing footways, narrow footways and wide junctions and the concerns over vulnerable road users.
An EIA was not carried out as it is not a necessity for works of this kind.
The costs to date are: £41,437 which is part of an external grant for measures that can only be used to encourage walking, cycling and active travel. The terms and conditions of this externally funded grant states that it cannot be used on any form of road maintenance such as pot hole filling or overlays, however drainage was improved at this location as a legitimate cost associated with the works.
This was decided by the collective Eyemouth Harbour Parking Group that is made up of the Harbour Trust, local businesses, FMA, Community Council and Elected Councillors with the aim of improving the facilities for more vulnerable road users.
The Council was not the facilitator of the parking group, that was the Harbour Trust and probably best to contact the Harbour Trust for final minutes. I have attached the only draft minute that the Council has received from the organisers. Some of the attached information has been redacted as this is third party personal information and is exempt from disclosure under Regulation 11(2) of EI(S)R 2004.
