Brief overview of the variation applied for - Amendments to Operating Plan as follows:-
Q2 - Change On Sale hours commencement time on a Sunday from 12 noon to 11.00am.
Q3 - Change Off-Sale hours commencement time on a Sunday from 12 noon to 11.00am.
Q4 – Seasonal Variation - change wording of seasonal variation to read ‘Christmas Eve, Christmas Day, Boxing Day, New Year’s Eve and New Year’s Day open until 1.00 am or in line with any Board Policy’.
Q5 – Activities -
• the addition to the permitted activities referred to in question 5 (columns 2, 3 & 4) of the Operating Plan, to include conference facilities, restaurant facilities, films and outdoor drinking;
• remove bar meals from the list of permitted activities referred to in question 5 (columns 2, 3 & 4); and
• the addition to the permitted activities referred to in question 5 (column 4) of the Operating Plan, to include live performance, dance facilities and indoor/outdoor sports.
Q5 – Change of wording re use of column 4 (outwith core licensed hours) to read – these activities may commence prior to core hours, but would not extend beyond without the benefit of an extended hours licence;
Q5 – Outdoor drinking – refers to the area at the side of building and front pavement, where tables and chairs may be used for off-sale customers usage only (not included in the premises licence footprint). Outdoor use would cease at 10.00pm; and
Q5 - Change of wording re any other activities to read - During the day the premises will operate as café serving a variety of lunches, snacks and light refreshment. After 5.00pm the premises will adapt to a bistro style of service serving evening meals. Each occasion will be table service and alcohol will generally, but not exclusively be sold to accompany food.
Q6 - Children & Young Persons – change wording of terms of entry to read - Children will be allowed access unaccompanied during café hours until 5.00pm for purposes of having a meal, snack or light refreshment. (A written policy will be adopted in relation to the terms which unsupervised children will be allowed entry and protected. This policy will include that unsupervised children will be seated and directly supervised by staff).
After 5pm, children will be allowed access when accompanied by an adult for the purpose of dining or when attending a pre-arranged function.
Young Persons for the same purposes without the requirement to be accompanied by an appropriate adult.
Change times of Children and Young Persons access to read - Children unaccompanied by an adult – 8.00am to 5.00pm for the stated purposes. Children accompanied by an adult – from 5pm to 11.00pm when dining or for the duration of a private function
Young Persons unaccompanied – from 8.00am to 11.00pm when dining or for the duration of a private function. (Note: a private function is where an area of the premises is given over to the function and no access available to the general public).
Children and Young Persons will have access to all the public areas, but not in the immediate vicinity of the bar area.
Q7 – Capacity – amend capacity for the premises to include the external licensed area (internal 90 / external 30).
Other Changes – change the trading name of the licensed premises from ‘Harrow Inn’ to ‘Auberge’. - Objections
