How many penalty notices has the local authority issued for dwellings and non-domestic buildings for failing to provide an EPC or include the EPC rating, for the fiscal year 2023-24, with a breakdown by domestic versus non-domestic buildings. For clarity, this refers to Regulation 17 and Regulation 17A of the Energy Performance of Building (Scotland) Regulations 2008, as amended. 2.
