Scottish Borders Council have been working to deliver a flood protection scheme for Hawick since around 2006.
The current project to deliver the Hawick Flood Protection Scheme (the Scheme) came into existence in 2014.
The Scheme achieved its legal approval to be delivered under the Flood Risk Management (Scotland) Act 2009 in December 2017. At that point in time detailed design and construction procurement required to be completed before the construction works could commence. In February 2020 a report was taken to a meeting of Council at the completion of the tendering process to determine the contractor to deliver the main construction works contract.
It is considered that this is the first time a completion date was defined.
That report confirmed a completion date of December 2022 for the construction contract, and therefore a Scheme completion date of December 2025. However, in March 2020 the COVID-19 Pandemic commenced and the main works contract could not commence. In May 2020 the Scheme completion date was therefore redefined as September 2026, a contract was then signed with McLaughlin and Harvey, and the construction works commenced. It is highlighted that in December 2020 additional funding was awarded by Sustrans to invest in the Hawick Active Travel Network which is a part of the overall Scheme delivery works. The additional works resultant from this funding has been blended into the overall package of construction works in Hawick and it is being delivered within the Scheme s programme and thereby before the completion date of September 2026. The Scheme remains on programme (schedule) to be delivered by September 2026.
