Request or Question
1. Confirmation of whether or not you record, in anyway, when a young person living in the local authority is not in education, employment or training. If so, please also reveal how you define a young person in terms of age. I m aware you may use your own terminology for such a young person so I will be guided by that. 2. If you do record the information I asked for in Request 1, then please provide an annual breakdown of the number of young people the local authority recognised as being not in education, employment, or training per year since 2006 until 2024. Please provide the total number per calendar year. (2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017, 2018, 2019, 2020, 2021, 2022, 2022, 2023 and 2024 so far). If possible, please reveal this information specifically for people aged 16-24. If you cannot give that level of detail then please still reveal as much detail as you possibly can.
Response
1. Scottish Borders record all school leavers initial destinations when young people initially leave school at 16, 17 or 18. This includes young people who are not in education, employment or training. As agreed by Scottish Ministers the Annual Participation Measure (APM) has been adopted in the Scottish Government s National Performance Framework as the measure of young people s participation. This has replaced the school leaver destination follow up as the source of the national indicator, Percentage of young adults (16-19 year olds) participating in education, training or employment
2. Scottish government data for school leavers, which includes those not in education, employment or training is available publicly at: Section 8. Data, Methodology and Sources - Summary statistics for attainment and initial leaver destinations, no. 6: 2024 edition (link below) This includes data back to 2009-10 and is available broken down by local authority. Skills Development Scotland information on APM is available publicly for each local authority area back to 2016, which includes those not participating in education, employment or training and is available here: Skills Development Scotland As the information is already publicly available it is therefore exempt under Section 25 of Freedom of Information (Scotland) Act 2002.
