Consultation on social work non-residential charging policy

We are doing a review of the Social Work Non-Residential Charging Policy and are holding a consultation to get feedback on some proposed changes.

The charging policy explains how we work out what people should pay towards the cost of their non-residential local authority-funded care and support, based on their ability to pay. This includes charges for services such as:

  • homecare
  • day support services
  • extended short breaks

The review is required to make sure that we are able to meet the increasing demand being placed on health and social care services in a way that ensures anyone with an assessed need can continue to receive a service.

Five changes are being considered

There are five key changes being considered:

  1. The level of funding that an individual receives will not exceed the cost of the equivalent local authority arranged services.
  2. Chargeable housing support services within Extra Care Housing will be proportionate to the level of assessed support and subject to financial assessment.
  3. An Upper Capital Threshold will be implemented in line with Convention of Scottish Local Authorities (COSLA) guidance.
  4. Extended short breaks will be charged in line with Charging for Residential Accommodation Guide (CRAG) regulations.
  5. The taper rate will be increased to 100%. The taper rate is the proportion of an individual’s residual income that is used to make a contribution towards the cost of their care or support.
