Winter Service Plan 2008-9 (Abridged Version)
1.0 Introduction
1.1 The emphasis is on the use of risk assessment/management techniques to formulate an analytical approach to winter service provision. This Winter Service Plan, adopted and issued by Scottish Borders Council, contains the Council’s Policy on Winter Service.
1.2 The Winter Service Plan is circulated to key personnel and will be displayed on the Council’s web-site. Consultation inputs subsequently received will influence the Winter Service Plan, which is intended to be a “living” document.
1.3 The advisory pamphlet “Winter Travel” also contains abbreviated, non technical, advice on the extent of the Winter Service.
1.4 Similar advice will be given in the form of an advertisement in the local press and SBConnect, the Council's own newspaper.
1.5 Winter road safety “Jingles” have been commissioned and channels of communication established for transmission of road condition information with the local radio stations.
1.6 This document defines the winter service role of Scottish Borders Council, Technical Services, in respect of winter service on Council roads. Any winter treatment requested for private roads must be sanctioned by a Head of Section officer. On Trunk roads, the service is defined by the Scottish Ministers and is currently contracted to BEAR (Scotland).
