Maintenance and management personnel
Management and maintenance of the road network (excluding trunk roads) is delivered through five area offices and a central team. The area offices are the point of contact for the public, councillors
and area committees. Staff at these offices identify, instruct and monitor maintenance works and minor improvement works.
They also arrange road closures, permits for skips and scaffolds, etc. To aid this work, the Council operates a registered
quality management system to BS EN ISO 9001:2000
Maintenance and Management Policy and Standards
Policy and standards are currently under revision, but are based on a UK national code of practice called "Delivering Best
Value in Highway Maintenance - Code of Practice for Maintenance Management". The code recognises that not all parts of the
UK will require maintenance to the same standard, due to differences in weather climate, traffic volumes etc so does not actually
lay down standards. These will be developed by the Council based on historical evidence and experience.
Once completed, policy and standards will be published on this web site.
The central team manages the quality management system, the pavement management system, co-ordination of road and utility
works, and provides the winter service desk.
Management Methods
The road and footway network is actively managed in accordance with the Code of Practice by:
- Regular safety inspections of roads and footways
- Issue of repair orders for safety defects
- Commissioning of skidding resistance surveys

Participating in the Scottish Road Maintenance Condition Survey

Acting on calls regarding safety from the police, public (potholes, accidents, etc.)

Winter salting and snow clearing management.

Indentifying and prioritising minor improvement works
Doing the Work
Most maintenance works commisioned by the Council on the road network is carried out by its in-house contractor, the Roads
Direct Labour Organisation. Works can also be put out to other firms on the council's standing list of contractors, where
the value of such works makes this economically advantageous.
Performance Indicators
The Council has to measure its performance in road maintenance in line with requirements of Audit Scotland. This performance
Indicator can be directly compared with other local authorities in Scotland. See details of the Council's latest performance figures.
How you can help......
While the Council carries out regular inspections of roads and pavements, defects can occur at any time and it is not always
possible to spot them immediately. Road users can help the Council by reporting any defects through our on-line form or by using LocalView (our map-based online reporting system).
