Proposed 4PS Consultation Programme

The Director of Education & Lifelong Learning announced that proposals to consult on the development of four replacement primary schools as part of the £20m '4ps project' were today (Tuesday 23 August 2005) approved by Scottish Borders Council's Executive.

"This Administration has a great commitment to education and this project, together with the £50m 3HS PPP project, (to provide new high schools in Duns, Earlston and Eyemouth) sees unprecedented and much needed investment in schools in the Borders," said Councillor Valerie Robson, Joint Executive Spokesperson for Education & Lifelong Learning.
The schools are Caddonfoot, Lauder, Halyrude and Kingsland (which are both in Peebles).
This is the essential first step in delivering the new schools.  The consultation programme will comprise a series of public meetings and although undertaken primarily to seek the view of parents, the Education Department will welcome the views of staff and the community on how to shape the future of these much needed new schools. 
"We want this to be an open and inclusive consultation process and hope that everyone who has a stake in these communities will participate.  We will consider all the views expressed before we make any decision so it's really important that people make time to contribute" added Councillor Andrew Farquhar, Executive Spokesman for Education & Lifelong Learning.
Details of the consultations and proposals can be obtained from each of the schools involved (after 23rd August) or from the Council website 

The 4ps-project team is part of Education's new Special Capital Projects Team that will be led by Paul Smith the Project Manager for the 3HS PPP project.  This small team is dedicated to delivering new schools that meet the Council's objectives for best value and fulfil the Department's commitment to improving the learning and teaching environment for pupils and staff.  The project team will also be working closely with the local communities to provide enhanced facilities for the schools and local communities.
The proposals and key dates are:

Caddonfoot PS 

The purpose of the consultation is to ask parents and all eligible consultees for their views on the desirability of building a new school on one of two new sites identified by the Council.  The process will also seek to establish which of the two sites is preferred by parents and the community.  The consultation will seek responses to the following questions:

  • Do you support building a new school on a new site?
  • The Council has identified two possible sites at Clovenfords: behind Meigle Row and to the West of Caddonfoot Road.  Which is your preferred option?

A public meeting will be held at Caddonfoot Hall on 15th September 2005 to discuss the proposals.

The decision to consider the outcome of the consultation will be made at the Education Executive meeting on 1 November 2005.

Halyrude PS 

The purpose of the consultation is to ask parents and all eligible consultees which of the proposed options is preferred by parents and the community.  The consultation will seek responses to the following questions:

  • Do you support a new school to be co-located with Kingsland at Violet Bank, Peebles, as part of a shared campus?
  • Do you support a new single school for Halyrude on a separate site that has yet to be identified?
  • Do you support the refurbishment of part of the existing Kingsland School (once the new Kingsland School is open) to form a separate school for Halyrude?

A public meeting will be held at Halyrude School on 19th September 2005 to discuss the proposals.

The decision to consider the outcome of the consultation will be made at the Council meeting on 10 November 2005.

Lauder 

The purpose of the consultation is to ask parents and all eligible consultees for their views on the desirability of building a new school on one of two new sites identified by the Council. The process will also seek to establish which of the two sites is preferred by parents and the community.  The consultation will seek responses to the following questions:

  • Do you support building a new school on a new site?
  • The Council has identified two possible sites in Lauder at Allanbank and Wyndhead.  Which is your preferred option?
  • If Allanbank is your preferred site do you realise that the availability of this site is subject to the outcome of a Scottish Executive Public Inquiry?  
  • Would you support the Council waiting for the outcome of the inquiry before making a decision on a site even though this will delay the opening of the school by up to a year?
  • If following the Public Inquiry, Wyndhead is the only site available to the Council would you support this site for the new school?

A public meeting will be held 7pm at Lauder Public Hall on 12 Sept 05
The decision to consider the outcome of the consultation will be made at the Education Executive meeting on 1 November 2005.
For Halyrude and Kingsland the programme starts with a joint informal meeting to be held in the Burgh Hall in Peebles on 8th September at 7pm.
This process does not have a remit to discuss housing proposals in either Caddonfoot or Lauder.
