Galashiels Developments Programme is progressing

The Council’s Galashiels Developments Sub Committee has resolved to change the Council’s line of approach to assist the progress of the Galashiels Developments Programme.

The next programmed scheme in the Galashiels Inner Relief Road is Scheme 2, the Albert Place to Paton Street Link. Originally 4 Compulsory Purchase Orders (CPO’s) were published in 2005 and 2006 to try to secure the required land. It has however been decided to withdraw the CPO’s that cover the former Lochcarron property, now owned by Terrace Hill, and the garage property owned by A Lees. This land was included to replace the current access into Burgh Yard as the land on which that access is situated will be incorporated into the link road. However, other access to the remaining area of Burgh Yard is available. 

The Council has not finally decided what form of development should take place in the Burgh Yard when the Council’s Parks and SBLocal team move to new facilities in 2008 and so the Council remains open to negotiation with interested parties, including of course the owners of the sites no longer to be compulsorily acquired.

In view of progress made in negotiations to enable the Council to acquire the land occupied by the current ATS depot on Paton Street, the Scottish Executive will now be asked to confirm only one CPO, namely the CPO for the ESSO Garage and Filling Station site. The District Valuer has been appointed to discuss purchase and disturbance costs with the owner and tenants.

It is expected that as a result of these actions, the Link Road will be completed towards the end of 2007.                                                         

A further phase of the Programme, the conversion of Ladhope Vale and Bridge Place to two way traffic (Galashiels Inner Relief Road – Scheme 3), is expected to be completed within a similar timeframe.
