Council Properties
The Council is a significant land and property owner in the Borders with a portfolio of nearly 1500 land and property assets of which over 800 are buildings. As many of these are open to the public, it is important that they are repaired and maintained efficiently and effectively in order to remain fit for the purpose they are intended. This work is carried out by the Council's Property Management Service.
The continued suitability of the property portfolio in meeting the Council's business needs, together with commercial lets, sales and valuations of Council Property is managed by the Estate Management Service.
Council properties also include public toilets.
Corporate Property Asset Strategy and Management Plan
The Council's Corporate Property Asset Strategy and Management Plan sets out the broad strategy for the management of the Council’s property to maximise its contribution to corporate and service goals and objectives as economically, efficiently and effectively as possible.
The need for a strategic approach to the management of assets, and of the financial framework, stems from:
• the Local Government in Scotland Act 2003 placing an obligation on local authorities to show Best Value and continuous improvement;
• specific guidance of the Scottish Government and Audit Scotland;
• the “Prudential Code for Capital Finance in Local Authorities”, which now provides the framework for capital expenditure plans and their financing;
• the National Customer First Programme, encouraging new approaches for councils’ customer services arrangements;
• the “Efficient Government” Initiative, which places an expectation on councils to deliver efficiency savings to facilitate redistribution of resources to fund improvements in front-line services.
