Structure Plan
The Structure Plan (approved 2002) provides the long-term vision and strategy for development in the Scottish Borders. It also provides an overview of the development needs in the area.
The Structure Plan establishes the overall supply of land that is required for a range of uses, principally housing and employment land. It does not specify precise locations for land uses - this is the function of the Local Plan. The Local Plan must conform with the development strategy shown in the Structure Plan.
The Scottish Borders Woodland Strategy was prepared as an Alteration to the approved Structure Plan and now forms part of it. This strategy sets out policies and proposals for the future of trees, woodlands and forests in the Scottish Borders.
The Structure Plan is prepared by the Council and, following the consultation process with the publc, is approved by Scottish Ministers. Legislation allows for an "Examination in Public". Very few of these have been held in Scotland in recent years. It is available to download by chapter in PDF format:

Structure Plan Alteration
In June 2006 the Council agreed to prepare a Structure Plan Alteration principally on Housing Land Policies and to prepare a Strategic Environmental Assessment on the Structure Plan Alteration. Information on meetings and other documents is available.
