The Offence Resolution Programme
The Programme is about working with young people who have offended and those who have been victimised - and to try and make things better between them. Its aims are:
- to reduce the likelihood of re-offending for those aged between eleven and-a-half years and 16 years
- to achieve a resolution between those involved in an offence
- to offer support to those affected by the offence.
Who gets referred to the Offence Resolution Programme?
Young people who have admitted committing an offence which has been investigated by the police, where the Children's Reporter decides that the best option is for the young person to consider the effects the offence has had on others.
What is involved?
If the young person agrees to work with the Programme, he or she is expected to attend a number of sessions. These sessions might include:

working through a programme that looks at the offending behaviour

learning about the consequences of the offence

getting the chance to apologise and possibly meet the victim of the offence.
Afterwards, a final report is sent to the Children's Reporter describing the work that has been done. This ends the young person's involvement with the programme. If the young person does not work with the Programme, the Children's Reporter is informed. If reoffending occurs, the Reporter can decide not to refer the offender to the Programme again.
