Impact on building regulations

The Disability Discrimination Act 1995 has impacted significantly on the general application of the Building Regulations for commercial and public buildings. In particular with effect from 1 October 2004 disabled people will have the right to expect that no physical barriers will exist in the provision of access and facilities within buildings.

Building Standards has a significant role to play here given that the minimum standards are regulated under the Building Standards (Scotland) Regulations 2004. The review of standards does not stop there, however, and the adequacy of private dwellings has now been included with the introduction of standards suitable for the disabled.
