Framework for commissioning services
This framework establishes an agreed approach to the way the CYPPP will commission services from the Third Sector.
The Children and Young People's Planning Partnership (CYPPP) brings together senior managers from agencies providing services for children, young people and their families.
The partnership forms part of the community planning process for Scottish Borders and provides leadership to ensure that their shared vision for children, young people and their families turns into reality.
The CYPPP has ultimate responsibility for the implementation of Getting It Right For Every Child (GIRFEC) within the Scottish Borders.
The CYPPP was formed in 2003 and they are currently working to the priorities set out in the second Children and Young People's Services Plan. This plan details how these key priorities will be delivered from 2009 to 2012.
The members of the CYPPP include:
- Education and Lifelong Learning department
- Integrated Children's Service (formed in August 2009, this service brings together Social Work services for children and Additional Support Needs services previously provided by Education and Lifelong Learning)
- NHS Borders
- Alcohol and Drugs Partnership
- Lothian and Borders Police
- Scottish Children's Reporter Administration
- Youth Borders
- Voluntary Sector Specialist Youth Providers Network.
The CYPPP want to ensure that the best possible services for children, young people, their families and their carers are being provided. This involves ensuring that the right services are available for the right people at the right time.
Through the CYPPP's Commissioning Framework (2009) an agreed approach was confirmed as to the way the CYPPP commission services.
To ensure the CYPPP deliver on this framework they have established the Commissioning group. The Group has responsibility for overseeing the implementation of this framework document and will bring to the attention of the CYPPP any issues or concerns regarding that implementation.
The services commissioned by the CYPPP are linked to the priority areas detailed within the Children and Young People's Services Plan.
