Antisocial Behaviour

Who is involved in combating antisocial behaviour in the Scottish Borders?

The Antisocial Behaviour Unit and its partners all work towards providing a peaceful and orderly society where individuals and communities can live together free from the fear of antisocial behaviour.

The ABU provides a central coordinating role for all antisocial behaviour partners working within Scottish Borders which include:

  • Lothian and Borders Police
  • Registered Social Landlords (RSL's)
  • NHS Borders
  • Various departments within Scottish Borders Council

What are the objectives?

The objectives of all the agencies responsible for dealing with antisocial behaviour in the Scottish Borders are:

  • To provide a rapid and seamless response to antisocial behaviour - contact with one agency should mean contact with all
  • To provide an environment where everyone (including diverse groups, children and families) accepts their role in recognising, responding to and addressing antisocial behaviour when it occurs.
  • To support witnesses and individuals effected by antisocial behaviour throughout the process of dealing with antisocial behaviour.  This includes keeping them informed and involved in what is happening by providing everyone with a named contact to whom they can turn.
  • To provide an absolute and joint commitment in service delivery when dealing with incidents of antisocial behaviour.

How is Antisocial Behaviour dealt with in the Borders?

The Antisocial Behaviour Core Group meeting is held on a six weekly basis which follows the Police National Intelligence Model.  All partner agencies attend and review current Antisocial Behaviour cases which are on the Scottish Borders Council Antisocial Behaviour Monitoring document.  Multi-agency decisions are then taken as to how each case should be progressed.  All partners are given the opportunity to add new emerging cases of antisocial behaviour onto the Monitoring document.

Sitting above the Antisocial Behaviour Core Group is the Scottish Borders Antisocial Behaviour Partnership Working Group which meets on a quarterly basis.  The purpose of the Partnership is to:

  • Co-ordinate the delivery, monitoring and evaluation of the multi-agency Scottish Borders Antisocial Behaviour Strategy and the Scottish Borders Single Outcome Agreement
  • Oversee the development of Scottish Borders Antisocial Behaviour Core Group and Scottish Borders Antisocial Behaviour services.

Recent work completed by the Partnership includes:

  • The production of the Scottish Borders Antisocial Behaviour Policy and Procedures manual.  This has been produced in conjunction with all partner agencies.
  • The completion of Comprehensive Antisocial Behaviour Awareness training by all the partners staff from director to frontline level.
  • The completion of the Scottish Borders ASBU Communication Strategy which will be available shortly.
  • The Scottish Borders Antisocial Behaviour Strategy for the year 2009 – 2011 is currently being reviewed.
