Hearings

Scrutiny, in addition to indepth reviews, conducts hearings into particular issues of importance at regular intervals

 

In the past two years Scrutiny has held special sessions monitoring:

  • Winter Maintenance of Roads,
  • Use of Funding given to Village Halls, Citizen Advice Bureaux and Local Sports Councils,
  • Assessment of the readiness of the Council and its partner agencies to implement the Education (Additional Support for Learning)(Scotland) Bill,
  • Annual report and presentation on the work of the Flood Liaison Group,
  • Progress with implementing the Council's Environmental Strategy,
  • Partnership Working in Social Work,
  • Healthy Living Initiatives for young people that are being taken forward in schools,
  • The Council's relationships with Scottish Borders Housing Association and Scottish Borders Leisure Trust
  • Bullying and its effect on young people,
  • Implementation of Best Value in the Council,
  • European Funding after 2006,
  • Citizenship Education,
  • School Catering,
  • Childcare Strategy,
  • Disclosure Checks,
  • Area Regeneration,
  • Liquor Licensing Policy & Practices
  • Powers of Attorney - Adults with Incapacity
  • Primary School Catchment areas
  • Training & Apprenticeships
  • Community Safety Activity
  • Property Maintenance Contracting
  • Equality of Opportunity for Women.

Checking

At present there have been nine "call ins" regarding:

  • Staffing Issues in Economic Development and Environmental Planning,
  • Pay Parking (2001),
  • Staffing Issues in Legal Services,
  • Items within DSO/DLO Budgets for 2002/2003,
  • Hanging Baskets,
  • Pay Parking (2004),
  • Monitoring of the Revenue Budget for 2004/05,
  • Refuse Collection Policy (2005)
  • Proposals for Peebles Library.

 

There have been two "Notices of Concern" regarding:

  • Proposals for "New Opportunities for Physical Recreation and Report" programme,
  • Pay Parking.

 

Scrutiny has also acted as a 'sounding board' for reviews of:

  • Community Education
  • Internal Passenger Transport
  • Vehicle Replacement Policy.
