SECTION 5

SCRUTINY

Constitution
1. Nine Members of the Council, excluding any members of the Executive.

Chairman
2. The Chairman of the Committee shall be a Member from the Opposition.  The Vice-Chairman shall be a Member from the Administration. 

Quorum
3. Five members of the Committee will constitute a Quorum.

Functions Referred
4. The following functions of the Council shall stand referred to the Committee:-
*(1) Monitoring the performance of the Authority towards achieving its policy objectives and priorities in relation to all functions of the Council.
*(2) Reviewing the effectiveness of all the Council's work and the standards and levels of services provided. 
  (3) Acting as a focus for value for money and service quality exercises.
  (4) Management of the "Call In" Procedure for the examination of decisions of the Executive.  

Functions Delegated
5. All functions referred to the Committee except those marked * and except as provided in Section II hereof.
