Financial Administration

Service Overview

The Financial Administration Division falls within the Corporate Resources portfolio.

  • We are the in-house providers of specialist financial services to the Council and its staff.
  • We also offer a range of discretionary services in areas where we have the required expertise.
  • We have the necessary professional skills, qualifications and experience to provide quality service to the Council.
  • The service is delivered by 47 FTE staff and the annual gross revenue budget for the Division is £2.2 million.

The service is provided at Headquarters and comprises three Groups:

Treasury and Risk Management Group:

  • Treasury, Investment and Cash-flow management
  • Risk Management and Insurance
  • Portfolio Staff Development and Training
  • Administrative Support

Payments and Pensions Group:

Corporate Procurement and Reprographics Group:

  • Procurement and central contracting

Aims and Objectives

The strategic aim of the Division is to contribute to the proper administration of the Council’s financial affairs and:

  • Reduce the Council's costs and risks.
  • Manage the Council’s investments and cash flow to the best advantage and generate income.
  • Protect the Council's corporate visual image and facilitate delivery of the Council's Communication Strategy.
  • Enhance the skills of our portfolio's work-force via a properly structured training and development plan.
  • Develop the Council's risk management strategies and procedures and provide an efficient claims handling service.

Short to medium-term plans for the Financial Administration are to:

  • Integrate payroll and personnel systems to enhance the effectiveness of procedures, reporting, budgeting and costing.
  • Offer new services that recognise developing customer needs, particularly in the field of document management, storage and distribution.
  • Complete our review of all investment strategies and management arrangements.
  • Deliver the Division's contribution to the e-Procurement project.
  • Subject services to best value reviews.
  • Increase the market penetration of Corporate Purchasing and Reprographics.
  • Develop the role of the Portfolio staff training and development Team.
  • Implement risk control improvements across the Council.
