Summary
The BORDERS PIPELINE EMERGENCY PLAN is required due to a number of major Accident Hazards Pipelines being routed through the Scottish Borders. These include the Wilton to Grangemouth Ethylene pipeline and natural gas pipelines forming part of both the National and Local transmissions networks.
The document sets out a framework for a multi-agency response to any pipeline incident. As with all contingency plans it must be flexible and senior officers of the services involved are expected to interpret and apply the plan as the circumstances of the situation dictate.
This revised plan is designed to be used in conjunction with the Scottish Borders Major Incident Plan.
