Summary
The Scottish Borders area is regularly affected by severe weather. Severe weather refers to high winds, heavy snow, heavy rain and periods of abnormally low temperatures.
This emergency plan is produced in conjunction with Lothian and Borders Police and Lothian and Borders Fire and Rescue Service and is intended to provide a framework for a co-ordinated response to incidents of severe weather at operational (bronze), tactical (silver) and strategic (gold) levels. The Scottish Environment Protection Agency (SEPA) and other organisations have also contributed substantially to the development of the plan.
The plan embodies the principles of "Integrated Emergency Management" with a multi-discipline Severe Weather Co-ordination Group being at the core of the arrangements.
During the emergency phase of a severe weather incident the Police will co-ordinate the response and will chair the Tactical/Strategic Severe Weather Co-ordinating Group. Scottish Borders Council will play a significant role in the support of the emergency services during this phase. The Chair of the Severe Weather Co-ordinating Group will pass to Scottish Borders Council during the recovery phase.
